H.R. 922 — Period PROUD (Providing Resources for Our Underserved and Disadvantaged) Act of 2025

This section increases the annual allotment under the Social Services Block Grant (SSBG) program to $1.9 billion (from $1.7 billion) for FY2025 through FY2028, of which $200 million—reduced by amounts reserved by the Secretary—must be obligated by states for menstrual products initiatives. (As background, SSBG provides states flexible formula funding for social services such as child care, protective services, foster care, and home management targeted at vulnerable populations including low-income families, children, the elderly, and individuals with disabilities.) It appropriates $200 million for each of FY2026 through FY2029 to fund these initiatives, from which the Secretary reserves up to 2% annually for technical assistance and training via an eligible nonprofit with expertise in menstrual product distribution and up to $2 million in FY2026 for a program evaluation (with no state entitlement to reserved amounts). States must distribute the targeted funds to eligible entities, in consultation with stakeholders, to provide free menstrual products, conduct outreach, and improve access for low-income menstruating individuals; integrate with programs such as TANF, Medicaid, CHIP, WIC, and home visiting; offer training; and cover administration (limited to 9% of funds received), all as a supplement—not supplant—to other funding and subject to SSBG restrictions (42 U.S.C. 1397d), with funds available for the fiscal year of award or the succeeding year and no limits on distribution locations.
