H.R. 927 — To amend the Higher Education Act of 1965 to prohibit institutions of higher education from requiring ideological oaths or similar statements, and for other purposes.

This section establishes a new requirement (paragraph (30)) in the program participation agreement under the Higher Education Act of 1965 for institutions of higher education to remain eligible for federal student aid programs under Title IV. The requirement prohibits institutions from compelling, requiring, inducing, or soliciting enrolled students, employees, contractors, or applicants for admission, employment, or contracting to (1) endorse an ideology promoting differential treatment based on race, color, or ethnicity; or (2) provide statements indicating the person's race, color, ethnicity, national origin (except minimally for demographic records), views on or contributions to diversity, equity, and inclusion (DEI), marginalized groups, antiracism, social justice, intersectionality, or related concepts, or views on or experience with such characteristics. Institutions also may not provide preferential consideration based on unsolicited statements supporting such ideologies. Exceptions preserve academic research and coursework; allow voluntary disclosures separate from institutional requests; and permit requirements to disclose research or artistic content, certify antidiscrimination law compliance, or discuss pedagogical approaches or experience with students with learning disabilities. (Thus, noncompliance risks an institution's loss of Title IV eligibility and access to federal student aid funds.)
