H.R. 935 — Health Care Workforce Innovation Act of 2025

This section establishes the Health Care Workforce Innovation Program under the allied health professions grants authority (42 U.S.C. 294e(b)(5)) to support and develop innovative, community-driven approaches for educating and training allied health professionals (i.e., including medical assistants and dental assistants) with an emphasis on underserved communities and rural areas. Eligibility is limited to Federally qualified health centers, state-level associations or consortia of such centers, certified rural health clinics, or accredited nonprofit post-secondary vocational programs training allied health professionals for primary care settings. Applications must describe accredited training arrangements, the proposed model and targeted professions, shortage data for the service area, trainee benefits, applicant experience in recruitment and retention, supplementation of existing funds, scalability, infrastructure needs, and other factors as determined by the Secretary. Grant funds may be used for at least three years to launch or expand partnerships with high schools, vocational-technical schools, community colleges, area health education centers, and clinical entities; provide training, apprenticeships, preceptorships, internships, and career ladders emphasizing underserved and rural needs, cultural competence, and team-based care; or acquire training equipment, supplies, and limited renovations (but not construction or to supplant existing funds). The Secretary must prioritize scalable models that increase workforce diversity from underserved backgrounds, improve access to medical, behavioral, oral, and public health services, or demonstrate cost efficiency. Grantees must submit periodic outcome reports to the Secretary.
