H.R. 94 — To terminate the designation of the Islamic Republic of Pakistan as a major non-NATO ally, and for other purposes.

This section terminates the designation of Pakistan as a major non-NATO ally (MNNA) under section 517(a)(1) of the Foreign Assistance Act of 1961 (22 U.S.C. 2321k(a)(1)) or any other law, effective on the date of enactment, and prohibits the President from issuing a new such designation unless the President certifies to Congress that (1) Pakistan continues military operations significantly disrupting the Haqqani Network's safe haven and freedom of movement in Pakistan; (2) Pakistan has demonstrated commitment to preventing the Haqqani Network from using Pakistani territory as a safe haven; (3) Pakistan's government actively coordinates with Afghanistan's government to restrict militants, such as the Haqqani Network, along the Afghanistan-Pakistan border; and (4) Pakistan has shown progress in arresting and prosecuting Haqqani Network senior leaders and mid-level operatives. (MNNA status provides benefits such as access to excess defense articles, certain loans and grants, and cooperative research, development, and production opportunities with the United States.)
