H.R. 95 — One Bill, One Subject Transparency Act

This section establishes a one-subject requirement for each bill or joint resolution and requires the subject to be clearly and descriptively expressed in the title. It further prohibits appropriations bills from containing general legislation or non-germane changes to existing law, except for provisions imposing limitations on the expenditure of appropriated funds.

This section establishes enforcement mechanisms for violations of the single-subject and title requirements of section 2 by voiding (1) any Act or joint resolution with a title addressing two or more unrelated subjects; (2) any provision not clearly and descriptively expressed in the title; (3) any appropriation provision outside the jurisdiction of the relevant House or Senate Appropriations subcommittee; and (4) any non-germane general legislation or change-of-existing-law provision in an appropriations bill. The section further creates a cause of action—available to any aggrieved person, including Members of Congress—for declaratory judgment and injunctive relief under 28 U.S.C. §§2201-2202 against the enforcement of noncompliant laws signed on or after the date of enactment, with de novo judicial review. (Thus, such suits may block implementation of future laws deemed to violate these rules.)
