This section exempts spouses of armed forces members in executive branch civil service positions from any requirement to return to full-time in-person work and permits them to telework or engage in remote work, provided they were eligible for telework or remote work prior to January 20, 2025. (Thus, the exemption applies only to existing telework-eligible military spouses and does not extend to new hires or those previously required to work in-person.) This section further directs the Comptroller General of the United States to submit a report to the House Committee on Oversight and Government Reform and the Senate Committee on Homeland Security and Governmental Affairs—and to publish the report on the GAO public website—within 180 days of enactment. The report must include (1) the total number of affected employees, (2) their average commute distance (in miles) if required to work in-person, and (3) the estimated economic impact of mandating in-person work, including costs of filling vacancies and lost productivity.
