H.R. 983 — Montgomery GI Bill Selected Reserves Tuition Fairness Act of 2025

This section expands the requirement under 38 U.S.C. 3679(c) for the Secretary of Veterans Affairs to disapprove courses at public institutions of higher learning that charge tuition and fees higher than the in-state resident rate to covered individuals residing in the state who are using educational assistance under chapter 1606 of title 10 (i.e., Selected Reserve Educational Assistance Program, or Montgomery GI Bill-Selected Reserve), in addition to those using assistance under chapters 30, 31, 33, or 35 of title 38. (1) It defines such covered individuals to include those entitled to assistance under 10 U.S.C. 16131; and (2) makes conforming amendments to 38 U.S.C. 3679(e) to include chapter 1606 of title 10 in related approval processes. The amendments apply to academic periods beginning on or after August 1, 2026. (As background, this provision enforces in-state tuition rates for VA-approved education programs at public institutions to protect veterans and eligible family members from excessive costs.)
