H.Res. 100 — Expressing support for the continued value of arms control agreements and negotiated constraints on Russian and Chinese strategic nuclear forces.

This section condemns the Russian Federation’s use of nuclear escalatory rhetoric and veiled threats to use nuclear weapons in the context of its invasion of Ukraine, as well as its purported suspension of participation in the New START Treaty. This section calls for the immediate cessation of nuclear saber rattling by Russia or any other nuclear-armed state, Russia’s prompt return to full implementation of the New START Treaty (including onsite inspections, treaty-mandated notifications and data exchanges, and Bilateral Consultative Commission meetings), and continued U.S. and Russian respect for the treaty’s numerical limits on strategic deployed nuclear forces until a successor framework is in place. This section also calls on the administration to pursue dialogue with the Russian Federation on a new nuclear arms control framework and risk reduction measures to maintain strategic stability and avoid an unrestrained arms race after the treaty expires, and to engage the People’s Republic of China in bilateral nuclear risk reduction talks while pursuing new multilateral arms control efforts.
