H.Res. 1014 — Providing for consideration of the bill (H.R. 7148) making further consolidated appropriations for the fiscal year ending September 30, 2026, and for other purposes; providing for consideration of the bill (H.R. 7147) making further consolidated appropriations for the fiscal year ending September 30, 2026, and for other purposes; and for other purposes.

This section authorizes the Speaker, at any time after adoption of the resolution, to declare the House resolved into the Committee of the Whole for consideration of H.R. 7148 (making further consolidated appropriations for FY2026), waives all points of order against consideration of the bill, dispenses with the first reading, limits general debate to one hour equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations (or designees), and considers for amendment under the five-minute rule an amendment printed in part A of the Rules Committee report as adopted. The section further waives points of order against the bill as amended, makes in order only further amendments printed in part B of the Rules Committee report (offered only by designated Members, in printed order, as read, debatable for specified times equally divided, not amendable, and not divisible), orders the previous question on the bill as amended to final passage (except one motion to recommit), and directs the Committee to rise and report the bill as amended.

This section makes in order in the House consideration of H.R. 7147, making further consolidated appropriations for FY2026; waives all points of order against consideration of the bill and against its provisions, as amended by the amendment specified in section 7 of the resolution; and structures further proceedings by (1) deeming the bill, as amended, as read and the previous question ordered to final passage without intervening motion except one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations or their designees, and (2) allowing one motion to recommit.

This section directs the Clerk, in engrossing H.R. 7148, to (1) insert Divisions A, B, and C of H.R. 7006 (as passed by the House) as new Divisions E, F, and G after Division D; (2) insert titles I through V of H.R. 7147 (as passed by the House) as new Division H after the matter added under (1); (3) redesignate existing Divisions E and F of H.R. 7148 as Divisions I and J; (4) assign appropriate designations to provisions within the engrossment; (5) conform cross-references and short titles; and (6) make technical corrections (e.g., spelling, punctuation, numbering, headings).

This section repeals Section 213 of title II of division C of the Continuing Appropriations, Agriculture, Legislative Branch, Military Construction and Veterans Affairs, and Extensions Act, 2026, and the amendments made by such section. (Section 213 imposed notification requirements on the Senate relating to legal processes for disclosures of Senate data.)
