H.Res. 1018 — Expressing the sense of the House of Representatives that protecting and advancing the rights of women and girls in the Republic of Haiti is critical to the success of Haiti's transition from crisis and its future stability, condemning the failure to center women's leadership and distinct needs to date, and calling for urgent measures to secure all human rights of women and girls in Haiti.

This section condemns systematic sexual violence and gender-based harms against women and girls in Haiti, their exclusion from the transitional government and other leadership roles, the failure of international partners to center women’s needs in security and humanitarian efforts, and the dismantling of Women, Peace, and Security offices and programs at the Departments of State and Defense as contrary to the Women, Peace, and Security Act of 2017. It finds that these failures endanger security and democratic governance in Haiti and concludes that urgent policies and funding must ensure women fill at least 30 percent of government, ministerial, and decision-making positions with full authority; prioritize protection, survivor services, investigations, and prosecutions of gender-based violence; secure displacement sites consistent with Inter-American Commission on Human Rights Precautionary Measures MC 340/1; require gender-disaggregated data collection; and adopt a feminist policy framework based on Haitian civil society recommendations. The section calls on all actors to comply with international human rights and Women, Peace, and Security commitments, consult and fund Haitian feminist and women’s organizations, and implement forward-looking plans to advance long-term gender equality.
