H.Res. 1028 — Expressing the sense of the House of Representatives that the United States must act urgently to end the political and economic dominance of billionaire oligarchs, halt the corporate subsidies and tax advantages that fortify their power, and reinvest in the needs of the American people to defend democracy from authoritarianism.

This section expresses the sense of the House of Representatives that the Federal Government must defund oligarchs to defend democracy; that the President must withhold contracts, loans, and grants from oligarchs and billionaire-controlled corporations engaging in quid pro quo schemes, unfair competition, or violations of Federal labor, environmental, and nondiscrimination laws; and that the President and Congress must ensure publicly financed elections, break up monopolies in media, finance, and tech, reduce economic inequality by raising corporate and ultrarich tax rates, enact a wealth tax, close loopholes, and direct resulting revenues to universal health care, affordable housing, debt-free education, and climate resilience, reform the Supreme Court, expand unions, promote cooperative and public ownership models, and fund programs providing affordable health care, housing, food, and education.
