This section provides for the immediate consideration in the House of H.R. 6636, to advance sensible priorities. It waives all points of order against consideration of the bill and against provisions in the bill as amended; deems the amendment in the nature of a substitute specified in section 3 as adopted and the bill as read; orders the previous question on the bill as amended and any further amendment to final passage without intervening motion except for one hour of debate equally divided and controlled by Representative Fitzpatrick of Pennsylvania or a designee and an opponent, and one motion to recommit.

This section provides that the amendment in the nature of a substitute to H.R. 6636 referred to in the resolution is the version submitted by Representative Fitzpatrick of Pennsylvania and printed in the Congressional Record at least one day before consideration of the bill. If multiple such amendments are submitted, only the last one is considered adopted.
