H.Res. 1032 — Providing for consideration of the Senate amendments to the bill (H.R. 7148) making further consolidated appropriations for the fiscal year ending September 30, 2026, and for other purposes; providing for consideration of the joint resolution (H.J. Res. 142) disapproving the action of the District of Columbia Council in approving the D.C. Income and Franchise Tax Conformity and Revision Temporary Amendment Act of 2025; and providing for consideration of the bill (H.R. 4090) to codify certain provisions of certain Executive Orders relating to domestic mining and hardrock mineral resources, and for other purposes.

This section establishes a procedure, upon adoption of the resolution, to consider in the House a motion to concur in the Senate amendments to H.R. 7148 (further consolidated appropriations for FY2026), waiving all points of order; deeming the amendments and motion as read; limiting debate to one hour equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations (or designees); and ordering the previous question without intervening motions.

This section makes in order the consideration in the House of H.J. Res. 142, disapproving the District of Columbia Council's approval of the D.C. Income and Franchise Tax Conformity and Revision Temporary Amendment Act of 2025. It waives all points of order against consideration of the joint resolution and its provisions; deems the joint resolution as read; provides for one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Oversight and Government Reform (or designees); and orders the previous question to final passage without intervening motion except one motion to recommit.
