This section modifies procedures for questions of privilege in the House of Representatives during the remainder of the 119th Congress by limiting the Chair's authority to entertain resolutions addressing the conduct of any Member, Delegate, or Resident Commissioner (excluding those described in clause 2(a)(3) of rule IX). It prohibits the Majority Leader or Minority Leader from offering such a resolution unless it has accumulated one-fifth of the total House membership as cosponsors at the time of offering, and prohibits any Member, Delegate, or Resident Commissioner from announcing an intention to offer such a resolution unless it has maintained one-fifth cosponsorship for at least one legislative day after introduction. This section also dispenses with oral announcements of the form of such resolutions.
