H.Res. 1038 — Expressing the sense of the House of Representatives that the United States must recommit to defend and uphold the rights and protections guaranteed by the Fourteenth Amendment to the United States Constitution to ensure that our democracy works for all of us, not just a powerful few.

This section expresses the sense of the House of Representatives that the Fourteenth Amendment is a cornerstone of American multiracial democracy guaranteeing birthright citizenship, due process, and equal protection; that every branch of the Federal Government must defend these rights; that Congress must reject any legislation or policy seeking to weaken birthright citizenship or equal protection; that Congress must preserve birthright citizenship for all persons born in the United States; and that Congress must work toward full realization of these protections while calling on officials at all levels of government to uphold the amendment's principles.
