This section expresses support for the goals and ideals of National Black HIV/AIDS Awareness Day and encourages State and local governments, public health agencies, media organizations, and community-based groups to promote the day, publicize its importance, and increase voluntary HIV testing, especially among African-Americans. It commends AIDS service organizations, faith-based groups, community health centers, and health departments for delivering culturally competent prevention, treatment, and care; supports implementation of the National HIV/AIDS Strategy to reduce new infections, expand access to care, and address disparities; requests that the Secretary of Health and Human Services prioritize Minority AIDS Initiative grants to minority-led HIV agencies with preference for organizations led by people who identify as African-American/Black, Latino, American Indian/Alaska Native, Asian-American, or Native Hawaiian/Pacific Islander; and endorses efforts to reduce HIV transmissions linked to incarceration and intravenous drug use, expand comprehensive prevention education, disseminate the message that undetectable viral loads prevent sexual transmission, fund stigma-reduction initiatives, and formally engage people living with HIV in accordance with the Denver Principles of 1983.
