H.Res. 1042 — Providing for consideration of the bill (H.R. 2189) to modernize Federal firearms laws to account for advancements in technology and less-than-lethal weapons, and for other purposes; providing for consideration of the bill (H.R. 261) to amend the National Marine Sanctuaries Act to prohibit requiring an authorization for the installation, continued presence, operation, maintenance, repair, or recovery of undersea fiber optic cables in a national marine sanctuary if such activities have previously been authorized by a Federal or State agency; providing for consideration of the bill (H.R. 3617) to amend the Department of Energy Organization Act to secure the supply of critical energy resources, including critical minerals and other materials, and for other purposes; and for other purposes.

This section provides for House consideration of H.R. 2189, the bill to modernize Federal firearms laws to account for advancements in technology and less-than-lethal weapons. It waives all points of order against consideration of the bill and against provisions in the bill as amended; adopts in lieu of the Judiciary Committee amendment the text of Rules Committee Print 119–18; deems the bill as amended read; structures debate as one hour equally divided and controlled by the chairs and ranking members of the Committees on the Judiciary and Ways and Means (or their designees); orders the previous question; and permits one motion to recommit.

This section provides for House consideration of H.R. 261 under a structured rule. It waives all points of order against consideration of the bill and against its provisions as amended, deems the Committee on Natural Resources amendment in the nature of a substitute as adopted, and considers the bill as read. The section limits debate to one hour equally divided and controlled by the chair and ranking minority member of the Committee on Natural Resources (or their designees) and permits one motion to recommit before final passage.

This section provides for House consideration of H.R. 3617 under a closed rule. The section waives all points of order against consideration of the bill and against provisions in the bill as amended by the Committee on Energy and Commerce substitute, deems the committee amendment adopted, and orders the previous question to final passage after one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce or their designees, with one motion to recommit permitted.

This section excludes each day from February 10, 2026, through July 31, 2026, from the calendar day count under section 202 of the National Emergencies Act (50 U.S.C. 1622) for purposes of a joint resolution terminating a national emergency declared by the President on February 1, 2025, April 2, 2025, July 30, 2025, or August 6, 2025.
