H.Res. 1056 — Calling for the annulment of the Monroe Doctrine and the development of a "New Good Neighbor" policy in order to foster improved relations and deeper, more effective cooperation between the United States and its Latin American and Caribbean neighbors.

This section expresses the sense of the House of Representatives that the Department of State should formally confirm that the Monroe Doctrine is no longer part of United States policy toward Latin America and the Caribbean. This section further expresses the sense of the House that the Federal Government should develop a New Good Neighbor policy to foster improved relations and deepen cooperation with countries in the Western Hemisphere through measures that include terminating unilateral economic sanctions, reforming the Organization of American States to ensure accountability and independence of its components, securing major recurrent contributions to the Amazon Fund and a United Nations Loss and Damage Trust, supporting reforms at the International Monetary Fund, World Bank, and Inter-American Development Bank, advocating for regular issuances of Special Drawing Rights and a shift away from fiscal consolidation policies, and increasing cooperation with regional bodies such as the Community of Latin American and Caribbean States and the Caribbean Community on issues including climate change, inequality, arms trafficking, tax evasion, and the rights of workers, Indigenous peoples, and Afro-descendent communities. This section also expresses the sense of the House that the United States should respect international law and the sovereignty and territorial integrity of countries in the Western Hemisphere.
