H.Res. 1057 — Providing for consideration of the bill (S. 1383) to establish the Veterans Advisory Committee on Equal Access, and for other purposes; providing for consideration of the bill (H.R. 2189) to modernize Federal firearms laws to account for advancements in technology and less-than-lethal weapons, and for other purposes; providing for consideration of the bill (H.R. 261) to amend the National Marine Sanctuaries Act to prohibit requiring an authorization for the installation, continued presence, operation, maintenance, repair, or recovery of undersea fiber optic cables in a national marine sanctuary if such activities have previously been authorized by a Federal or State agency; providing for consideration of the bill (H.R. 3617) to amend the Department of Energy Organization Act to secure the supply of critical energy resources, including critical minerals and other materials, and for other purposes; and waiving a requirement of clause 6(a) of rule XIII with respect to consideration of certain resolutions reported from the Committee on Rules.

This section makes in order the consideration of S. 1383 in the House upon adoption of the resolution, waives all points of order against the bill's consideration and provisions as amended, and deems adopted an amendment in the nature of a substitute consisting of Rules Committee Print 119–19 (as modified). It orders the previous question on the bill, as amended, and any further amendments thereto to final passage without intervening motion except (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on House Administration or their designees and (2) one motion to commit.

This section provides for the consideration of H.R. 2189—to modernize federal firearms laws to account for advancements in technology and less-than-lethal weapons—in the House upon adoption of the resolution. It waives all points of order against consideration of the bill and its provisions (as amended); deems adopted, in lieu of the Judiciary Committee substitute, an amendment in the nature of a substitute consisting of Rules Committee Print 119–18; considers the bill, as amended, as read; and orders the previous question to final passage without intervening motion except (1) one hour of debate equally divided among and controlled by the chair and ranking minority member of the Committee on the Judiciary or designees and the chair and ranking minority member of the Committee on Ways and Means or designees; and (2) one motion to recommit.

This section makes in order in the House immediate consideration of H.R. 261, which amends the National Marine Sanctuaries Act to prohibit the National Oceanic and Atmospheric Administration from requiring a new authorization for the installation, continued presence, operation, maintenance, repair, or recovery of undersea fiber-optic cables in a national marine sanctuary if previously authorized by a federal or state agency. It waives all points of order against consideration of the bill and its provisions (as amended by the Natural Resources Committee substitute, deemed adopted); deems the bill as read; and orders the previous question to final passage after (1) one hour of debate equally divided and controlled by the committee chair and ranking minority member (or designees) and (2) one motion to recommit.

This section makes in order consideration of H.R. 3617 in the House upon adoption of the resolution; waives all points of order against the bill and its provisions; deems as adopted the amendment in the nature of a substitute recommended by the Committee on Energy and Commerce and printed in the bill; and deems the bill, as amended, as read. It further orders the previous question on the bill, as amended, and any further amendment thereto, to final passage without intervening motion except for (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce or their designees; and (2) one motion to recommit.

This section waives the two-thirds vote requirement of House Rule XIII, cl. 6(a), for same-day House consideration of any resolution reported from the Committee on Rules through the legislative day of February 13, 2026, that relates to a measure providing continuing appropriations for FY2026.

This section revises the effective date language of the underlying provision to take effect on the date of enactment of this section and to apply with respect to elections for federal office held on or after such date.
