This section expresses the sense of the House of Representatives that the United Nations Security Council should immediately impose an arms embargo against the military of Burma (Tatmadaw) to prevent arms acquisition and weapons proliferation and to hold the Tatmadaw accountable for ongoing human rights violations against peaceful protestors and ethnic minority groups including the Rohingya, obstructing humanitarian access, using lethal force against prodemocracy demonstrators, and arbitrarily detaining officials, activists, journalists, and others while imposing internet shutdowns. This section further states that lifting the embargo should be contingent upon the Tatmadaw implementing a permanent cease-fire, releasing imprisoned democratically elected government leaders, bearing responsibility for gross human rights abuses and forced displacement of ethnic minorities including the Karen, Rakhine, and Kachin, allowing unimpeded humanitarian access, fully restoring internet and telecommunications access, and establishing a verifiable process to transition power to a democratically elected civilian-led government. This section also states that the international community should support civilians, particularly ethnic minorities, adversely affected by the coup and promote peace and reconciliation dialogues within local civil society.
