H.Res. 1068 — Providing for consideration of the joint resolution (H.J. Res. 143) enabling Congress to advance important policies.

This section provides for the immediate consideration in the House of the joint resolution (H.J. Res. 143) enabling Congress to advance important policies. It (1) waives all points of order against consideration of the joint resolution and against provisions in the joint resolution as amended; (2) provides that an amendment in the nature of a substitute submitted by the ranking minority member of the Committee on Rules and printed in the Congressional Record at least one day before consideration shall be considered as adopted, with only the last such amendment considered if multiple are submitted; (3) provides that the joint resolution as amended shall be considered as read; (4) limits debate to one hour equally divided and controlled by the majority leader and minority leader or their designees; and (5) orders the previous question on the joint resolution as amended and any further amendment to final passage without intervening motion except one motion to recommit.

This section provides that, upon passage of H.J. Res. 143, any amendment to the title of the joint resolution submitted by the ranking minority member of the Committee on Rules and printed in the Congressional Record at least one day before consideration shall be considered as adopted, with only the last such amendment considered adopted if multiple are submitted.
