This section reaffirms the commitment of the United States to the protection of civilians, respect for internationally recognized human rights, and a negotiated resolution to the Israeli-Palestinian conflict that ensures equal measures of freedom, security, and self-determination for Israelis and Palestinians. It condemns Israeli settlement expansion, land confiscation, home demolitions, forcible displacement, and settler violence in the West Bank and expresses concern regarding credible allegations of impunity for such acts by the Government of Israel. This section calls on the Government of Israel to immediately halt home demolitions and pause related orders in the West Bank, including in Umm al-Khair, cancel land confiscations in Sebastia, halt approvals for additional settlements, prevent and ensure accountability for settler violence, evacuate unauthorized outposts, and facilitate the safe return of displaced persons. It urges the President and the Secretary of State to impose targeted sanctions, including under the Global Magnitsky Human Rights Accountability Act, on individuals implicated in serious human rights abuses in the West Bank, including Bezalel Smotrich and Itamar Ben-Gvir, and to impose measures against entities that finance or support settlement expansion, home demolitions, land confiscation, or forcible displacement. This section expresses support for legislative and administrative actions to end U.S. double-taxation relief that indirectly subsidizes settlement activity and affirms that U.S. taxpayer resources should not subsidize or facilitate such activities. It calls on the President to condition specified categories of U.S. security assistance on a verifiable freeze of E1 activity, including approvals, tenders, construction, and enabling infrastructure.
