H.Res. 1093 — Acknowledging oppression, forced eviction, and suffering experienced by tens of thousands of Bhutanese citizens during the late 1980s and early 1990s, and encouraging steps toward justice, reconciliation, and lasting peace.

This section declares that the Royal Government of Bhutan is responsible for the political, cultural, and ethnic oppression of Nepali-speaking Lhotshampas, Sharchops, and other minorities during the late 1980s and 1990s and, in a spirit of friendship, urges or requests Bhutan to (1) rapidly and unconditionally release all political prisoners who demanded democracy and human rights, with restitution and reparations; (2) resume discussions with the Government of Nepal on the status of individuals in Nepal claiming Bhutanese citizenship or residency; (3) restore citizenship to all Nepali-speaking Lhotshampas whose citizenship was arbitrarily revoked; (4) accept the voluntary return of its citizens from refugee camps in Nepal; and (5) enter a holistic peace-building and reconciliation process, including establishing an independent Truth Commission to investigate 1990s human rights violations, publish findings, and implement recommendations.
