This section directs the House, immediately upon adoption of the resolution, to proceed to consideration of H.R. 4213, making appropriations for the Department of Homeland Security for fiscal year 2026 and for other purposes. It waives all points of order against consideration of the bill and its provisions (as amended); adopts an amendment in the nature of a substitute consisting of the text of H.R. 7481, as introduced; deems the bill, as amended, as read; and orders the previous question on the bill, as amended, and any further amendment thereto, to final passage without intervening motion except (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations or their designees, and (2) one motion to recommit.
