H.Res. 1104 — Directing the Office of Congressional Conduct to establish standards of conduct related to mental capacity of members of the House of Representatives.

This section directs the Office of Congressional Conduct to develop, not later than 180 days after adoption of the resolution, a standard defining when a Member's significant and irreversible cognitive impairment constitutes conduct that fails to reflect creditably on the House under clause 1 of rule XXIII, and to submit a report on the standard to the Committee on Ethics, which must issue the standard within 90 days after receiving the report. This section also requires the Committee on Ethics to draft and make publicly available specific guidance for House employees on safely and confidentially disclosing information regarding the mental capacity of Members to relevant committees and legislative branch offices.
