This section expresses the sense of the House of Representatives that the United States should prioritize understanding opportunities of the next generation of the internet, foster technological advances to improve the financial system and expand equitable access to financial services, support domestic development of digital assets and underlying technology to prevent shifts to less regulated countries, strive for global leadership in digital assets and blockchain technology, enact a functional regulatory framework tailored to the specific risks of digital asset activities and benefits of distributed ledger technology, and ensure consumer and market participant protections consistent with longstanding securities and commodities laws while accounting for the unique benefits and risks of the digital asset ecosystem.
