This section condemns the atrocities committed by the Armed Forces of Pakistan against the people of Bangladesh on March 25, 1971; recognizes that the Pakistani Army and its Islamist allies specifically targeted ethnic Bengali Hindus for mass slaughter, gang rape, conversion, and forcible expulsion while also killing political leaders, intellectuals, professionals, and students and forcing tens of thousands of women into sexual slavery; and acknowledges that entire ethnic or religious communities are not responsible for crimes committed by their members. This section calls on the President to recognize the atrocities committed against ethnic Bengali Hindus by the Armed Forces of Pakistan and the Jamaat-e-Islami during 1971 as crimes against humanity, war crimes, and genocide.
