H.Res. 1131 — Providing for consideration of the bill (H.R. 8029) making appropriations for the Department of Homeland Security for the fiscal year ending September 30, 2026, and for other purposes; providing for consideration of the resolution (H. Res. 1128) expressing the support of the House of Representatives for the Department of Homeland Security; providing for consideration of the bill (H.R. 5103) to establish a program to Beautify the District of Columbia and establish the District of Columbia Safe and Beautiful Commission; providing for consideration of the bill (H.R. 7084) to amend title 46, United States Code, with respect to the types of vessels that may enter or operate in navigable waters of the United States or transfer cargo in any port or place under the jurisdiction of the United States, and for other purposes; and for other purposes.

This section waives all points of order against consideration of and provisions in H.R. 8029 (making appropriations for the Department of Homeland Security for fiscal year 2026); deems the bill read; and orders the previous question to final passage without intervening motion except for (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations (or designees) and (2) one motion to recommit.

This section establishes a special procedure for House floor consideration of H. Res. 1128, expressing support for the Department of Homeland Security, by waiving points of order; deeming printed amendments and the preamble in the Committee on Rules report as adopted; considering the resolution, as amended, as read; and ordering the previous question to adoption after one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Homeland Security or their designees.

This section makes in order the consideration in the House of H.R. 5103 (to establish a program to beautify the District of Columbia and the District of Columbia Safe and Beautiful Commission) upon adoption of the resolution. It (1) waives all points of order against consideration of the bill and its provisions, as amended; (2) deems as adopted the amendment in the nature of a substitute recommended by the Committee on Oversight and Government Reform; (3) deems the bill, as amended, as read; and (4) orders the previous question to final passage without intervening motion except one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Oversight and Government Reform (or designees) and one motion to recommit.

This section makes in order consideration of H.R. 7084 in the House upon adoption of the resolution, waives all points of order against the bill and its provisions, and deems as adopted the amendment in the nature of a substitute recommended by the Committee on Transportation and Infrastructure (with the bill, as amended, considered as read). The section orders the previous question on the bill, as amended, and any further amendment thereto to final passage without intervening motion (except one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Transportation and Infrastructure or their designees, and one motion to recommit). H.R. 7084 amends title 46, United States Code, regarding vessels that may enter or operate in U.S. navigable waters or transfer cargo in U.S. ports or places subject to U.S. jurisdiction.
