H.Res. 1138 — Recognizing the critical missions of the Federal Emergency Management Agency (FEMA), the Cybersecurity and Infrastructure Security Agency (CISA), and the Transportation Security Administration (TSA) and expressing concern that the systematic reduction of its career workforce has undermined those missions and endangered the safety and security of United States citizens.

This section expresses the sense of the House of Representatives by recognizing the critical missions of the Federal Emergency Management Agency (FEMA), the Cybersecurity and Infrastructure Security Agency (CISA), and the Transportation Security Administration (TSA) in cybersecurity, disaster preparedness and response, and transportation security; affirming that their professional career workforces are essential to fulfilling statutory obligations; expressing concern that workforce reductions since January 20, 2025, have weakened federal capacity and were carried out without congressional authorization and in violation of federal law; and calling on the administration to halt further unauthorized reductions, transmit a detailed accounting of all such reductions disaggregated by component agency, office, and reduction mechanism to the appropriate congressional committees, and immediately submit to the Senate the nomination of a permanent FEMA Administrator.
