H.Res. 1164 — Directing Members required to reimburse the Treasury for payments related to certain claims to appear before the Clerk for public disclosure of the reasons for the reimbursement.

This section establishes procedures for House Members (i.e., Representatives, Delegates, or Resident Commissioner) and former Members required to reimburse the U.S. Treasury for payments related to claims under section 415(d) of the Congressional Accountability Act of 1995 (i.e., awards or settlements for workplace violations paid by the Office of Congressional Workplace Rights (OCWR)). Specifically, it (1) requires the Committee on House Administration and Clerk, upon receiving an OCWR report under 2 U.S.C. 1387, to distribute the report to affected Members and former Members and a copy plus list to the Sergeant-at-Arms; (2) requires each affected Member to personally appear in the House well during session for a public Clerk reading of their name, reimbursement amount and status, and related report details—not earlier than 14 days after Clerk receipt and on the earliest available date after Member notice; (3) directs suspension of the Member's committee activities and leadership duties (e.g., Speaker, Leaders, caucus positions) for non-compliance within 30 days, with Clerk notice to leadership and committees and separate treatment as an Ethics Committee matter; and (4) bars affected former Members from the House Hall and adjacent rooms until reimbursement, after which privileges are restored upon completion of an equivalent public reading, with Clerk assistance and Sergeant-at-Arms notice.
