H.Res. 12 — Stay on Schedule (S.O.S.) Resolution

This section amends Rule XXI of the Rules of the House of Representatives to prohibit consideration of a concurrent resolution providing for House adjournment during any day in August if the House has not passed all regular appropriation bills for the fiscal year beginning October 1 by July 31 of that calendar year. The prohibition remains in effect until the House passes each such bill, which the provision defines as any annual appropriation bill under the jurisdiction of a single subcommittee of the House Committee on Appropriations.
