This section makes in order House consideration of H.R. 77, a bill to amend chapter 8 of title 5, United States Code (Congressional Review Act), to provide for en bloc consideration in resolutions disapproving "midnight rules" (i.e., certain rules issued late in a Congress). It waives all points of order against the bill and its consideration, deems the bill read, orders the previous question to final passage without intervening motion except (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on the Judiciary (or designees) and (2) one motion to recommit.
