This section recognizes the annual National Reentry Week and states that (1) the United States faces a mass incarceration crisis with rates increasing 500% since 1970 and high recidivism due to incarceration and structural marginalization; (2) Congress should advance reentry programs promoting opportunity, public safety, financial stability, and mental stability for formerly incarcerated individuals by increasing access to halfway homes, housing, education programs while incarcerated, higher education grants post-release, occupational training while incarcerated, and mental health services; and (3) National Reentry Week provides an opportunity to address recidivism through community-driven policy, research, solutions, platforms for reentry-focused entities, support for housing, training, and mental health organizations, and evidence-based policies for safer communities.
