H.Res. 1224 — Providing for consideration of the bill (H.R. 7567) to provide for the reform and continuation of agricultural and other programs of the Department of Agriculture through fiscal year 2031, and for other purposes; providing for consideration of the bill (H.R. 2616) to require public elementary and middle schools that receive funds under the Elementary and Secondary Education Act of 1965 to obtain parental consent before changing a minor's gender markers, pronouns, or preferred name on any school form or sex-based accommodations, including locker rooms or bathrooms; providing for consideration of the concurrent resolution (S. Con. Res. 33) setting forth the congressional budget for the United States Government for fiscal year 2026 and setting forth the appropriate budgetary levels for fiscal years 2027 through 2035; providing for consideration of the bill (S. 1318) to direct the American Battle Monuments Commission to establish a program to identify American-Jewish servicemembers buried in United States military cemeteries overseas under markers that incorrectly represent their religion and heritage, and for other purposes; providing for consideration of the bill (H.R. 1346) to amend the Clean Air Act with respect to the ethanol waiver for Reid Vapor Pressure under that Act, and for other purposes; and for other purposes.

This section authorizes the Speaker, at any time after adoption of the resolution, to declare the House resolved into the Committee of the Whole House on the state of the Union for consideration of H.R. 7567 (agricultural program reforms through FY2031). It (1) dispenses with the first reading of the bill; (2) waives all points of order against consideration of the bill; (3) limits general debate to one hour, equally divided and controlled by the chair and ranking minority member of the Committee on Agriculture (or designees); (4) deems adopted, in lieu of the Agriculture Committee substitute, an amendment in the nature of a substitute consisting of Rules Committee Print 119-22 as modified by part A of the Rules Committee report; and (5) considers the bill, as amended, the original bill for further amendment under the five-minute rule, as read, with all points of order against its provisions waived.

This section prohibits amendments to H.R. 7567, as amended, except those printed in part B of the Committee on Rules report accompanying this resolution and amendments en bloc described in section 3. It requires amendments in part B to be considered in the order printed, offered only by a designated Member, as read, debatable for the time specified in the report (equally divided and controlled by proponent and opponent), and not subject to amendment or division of the question. The section waives all points of order against such amendments.

This section authorizes the chair of the Committee on Agriculture, or a designee, to offer at any time en bloc amendments printed in part B of the report of the Committee on Rules accompanying this resolution that have not been earlier disposed of. Such amendments are considered as read, debatable for 20 minutes equally divided and controlled by the chair and ranking minority member of the Committee on Agriculture or their designees, not subject to amendment, and not subject to a demand for division of the question in the House or the Committee of the Whole.

This section directs the Committee of the Whole, upon conclusion of consideration of H.R. 7567 for amendment, to rise and report the bill as amended to the House; orders the previous question on the bill and any further amendments thereto to final passage; and permits one motion to recommit.

The section waives all points of order against consideration of the resolution and its provisions, deems the resolution as read, orders the previous question to its adoption without intervening motion except for one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on the Budget or their designees.

This section makes in order for House consideration S. 1318, which directs the American Battle Monuments Commission to establish a program to identify American-Jewish servicemembers buried in overseas U.S. military cemeteries under markers that incorrectly represent their religion and heritage. It waives all points of order against the bill and its consideration; deems as adopted an amendment in the nature of a substitute consisting of Rules Committee Print 119–27, as modified by an amendment printed in part C of the Committee on Rules report; deems the bill, as amended, as read; orders the previous question on the bill and any further amendments to final passage without intervening motion except (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on the Judiciary or designees and the chair and ranking minority member of the Permanent Select Committee on Intelligence or designees; and (2) one motion to commit.

This section directs the Clerk of the House, in engrossing the House amendment to S. 1318, to (1) add the text of H.R. 1919, as passed by the House, as new matter at the end of the text proposed to be inserted by the House amendment; (2) assign appropriate designations to provisions within that engrossment; (3) conform cross-references and short title provisions within that engrossment; and (4) make technical corrections, including to spelling, punctuation, page and line numbering, section numbering, and headings.

This section authorizes the Speaker, at any time through the legislative day of May 1, 2026, to entertain motions to suspend the rules of the House as though under clause 1 of rule XV (i.e., allowing expedited consideration without intervening motions except a quorum call or appeal of the vote on the question), following consultation with the Minority Leader or designee on the designation of matters for consideration.

This section makes in order the consideration of H.R. 1346—to amend the Clean Air Act with respect to the ethanol waiver for Reid Vapor Pressure—upon adoption of the resolution. It waives all points of order against consideration of the bill and its provisions as amended by Rules Committee Print 119–28 (considered as adopted, with the bill as read); orders the previous question on the bill, as amended, and any further amendment thereto, to final passage without intervening motion except (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce or their designees and (2) one motion to recommit.

This section directs the Clerk of the House, in engrossing H.R. 7567, to (1) await the disposition of H.R. 1346; (2) add the text of H.R. 1346 as passed by the House at the end of H.R. 7567; (3) assign appropriate designations to provisions; (4) conform cross-references and short titles; and (5) make technical corrections including spelling, punctuation, page and line numbering, section numbering, and headings.
