This section requires the Committee on House Administration to issue regulations, not later than 90 days after adoption of the resolution, mandating that each Congress certain House Members (including Delegates and Resident Commissioners), officers, and employees complete a counterintelligence and classified information protection training program administered by the Sergeant-at-Arms. Covered individuals are (1) Members who access classified information due to their service and (2) officers or employees holding security clearances who access classified information due to their service (including fellows and detailees treated as employees); new Members are exempt if they complete the training during orientation. Individuals must complete the training and file a certificate of completion not later than 90 days after the program's certification or their start of service (with alternatives for short-term fellows and late entrants, and a special 90-day rule post-adoption for the 119th Congress). Noncompliance prohibits Members from accessing classified information until completion and bars officers or employees from such access until 180 days after completion; the Committee must consider additional compliance mechanisms.
