H.Res. 1246 — Expressing the sense of the House of Representatives in support of the integration of Kosovo into the North Atlantic Treaty Organization.

This section expresses the sense of the House of Representatives that (1) Kosovo's full integration into NATO is a priority for U.S. national security interests in Southeastern Europe; (2) the United States is concerned about malign activities by Russia, China, and others in the Western Balkans that threaten U.S. forces and interests there; (3) the United States supports Kosovo's sovereignty, territorial integrity, and independence as a democratic, multiethnic state; (4) the United States supports Kosovo's NATO aspirations and progress; (5) the United States should deepen support for modernizing the Kosovo Security Force, Kosovo Intelligence Agency, and related institutions to enhance self-defense and NATO interoperability; (6) the remaining four non-recognizing NATO members (Greece, Romania, Slovakia, and Spain) should recognize Kosovo's sovereignty to enable its NATO integration; (7) Kosovo's NATO pathway should include sequential steps of joining the Partnership for Peace program, the Membership Action Plan, and full NATO membership; and (8) U.S. policy should include advocating Kosovo's NATO inclusion, diplomatically engaging non-recognizing members, and continuing security assistance to Kosovo's institutions.
