H.Res. 1277 — Recognizing, from Chicago to Palestine to the Democratic Republic of the Congo to Puerto Rico, that the pain, violence, and oppression the global majority experiences are interconnected, acknowledges that the future must be self-determined, and affirms our humanity and dignity through a renewed mandate for human rights.

This section declares that the House of Representatives recognizes the United States' role in global policies and calls for (1) ending deportation, immigration detention, border militarization, and certain legal entry pathways; (2) dismantling the Department of Homeland Security; (3) establishing a humane pathway to citizenship for migrants; (4) granting sovereignty to all unincorporated territories, colonies, and occupied territories; (5) redirecting all Department of Defense funding from militarism to pro-peace initiatives and global partnerships; (6) ending military aid to nations committing human rights violations under the Foreign Assistance Act and Leahy Laws; (7) repealing voter suppression measures and implementing protections for democratic participation, free speech, and campaign finance; (8) addressing unaffordability, spatial segregation, and forced evictions through public housing access regardless of immigration status; (9) abolishing mass incarceration, detention, deportation, the prison industrial complex, and state executions in favor of restorative justice and care-based violence prevention; (10) establishing universal health care including reproductive and gender-affirming care without documentation barriers; (11) affirming community-level land rights and protections for environmental defenders; (12) challenging heteronormativity and patriarchy while providing legal protections for all genders, sexual orientations, and abilities; (13) ensuring pay parity, living wages, collective bargaining, union rights, strikes, and pensions; and (14) investing in green infrastructure, combating environmental racism, and taxing corporations and billionaires to fund social benefits.
