This section recognizes the behavioral health needs of individuals and families affected by rare diseases, affirms that behavioral health care is an essential component of comprehensive rare disease care, and calls on Federal agencies including HHS, NIH, and CMS to prioritize behavioral health access within rare disease initiatives, research funding, and care delivery models. It further encourages peer support programs, cultural competency training, workforce investments particularly for child and adolescent providers, reimbursement reforms by public and private payors, continuing medical education incentives for clinicians, and collaboration among Federal agencies, patient advocacy organizations, academic institutions, and community partners.
