This section provides for the immediate consideration of H.R. 185, to advance responsible policies, under a structured rule that waives all points of order against the bill and its consideration. It deems adopted any amendment in the nature of a substitute submitted for printing in the Congressional Record by the ranking minority member of the Committee on Rules at least one day prior (with only the last such amendment considered adopted if multiple are submitted), treats the bill as read, orders the previous question to final passage after one hour of debate equally divided and controlled by the majority and minority leaders or their designees, and permits one motion to recommit.
