H.Res. 161 — Providing for consideration of the joint resolution (H.J. Res. 20) providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Department of Energy relating to "Energy Conservation Program: Energy Conservation Standards for Consumer Gas-fired Instantaneous Water Heaters"; providing for consideration of the joint resolution (H.J. Res. 35) providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Environmental Protection Agency relating to "Waste Emissions Charge for Petroleum and Natural Gas Systems: Procedures for Facilitating Compliance, Including Netting and Exemptions"; and providing for consideration of the concurrent resolution (H. Con. Res. 14) establishing the congressional budget for the United States Government for fiscal year 2025 and setting forth the appropriate budgetary levels for fiscal years 2026 through 2034.

This section provides for House consideration of H.J. Res. 20, disapproving under the Congressional Review Act (ch. 8 of title 5, U.S. Code) a Department of Energy rule on energy conservation standards for consumer gas-fired instantaneous water heaters. The section waives all points of order against consideration of the joint resolution and its provisions, deems it as read, and orders the previous question to final passage without intervening motion except for (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce or their designees, and (2) one motion to recommit.

This section establishes a special parliamentary procedure in the House, upon adoption of the resolution, for consideration of H.J. Res. 35—a joint resolution disapproving under the Congressional Review Act an EPA rule on waste emissions charge procedures for petroleum and natural gas systems (including netting and exemptions). The procedure waives all points of order against consideration and provisions of the resolution, deems it as read, orders the previous question to final passage without intervening motion except for (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce (or designees) and (2) one motion to recommit.

This section provides for House consideration of H. Con. Res. 14—establishing the congressional budget for FY2025 and appropriate budgetary levels for FY2026 through FY2034—in the Committee of the Whole pursuant to House Rule XVIII clause 2(b), whenever the Speaker declares the House in order for such consideration. It dispenses with the first reading of the resolution; waives all points of order against its consideration; limits general debate to three hours, with two hours equally divided and controlled by the chair and ranking minority member of the Committee on the Budget (or designees) and one hour equally divided and controlled by Representative Schweikert of Arizona and Representative Beyer of Virginia (or designees); deems adopted the amendment printed in the Committee on Rules report accompanying the resolution; and deems the resolution, as amended, as read. After debate, the Committee of the Whole rises and reports the resolution to the House, the previous question is ordered to adoption without intervening motion (except for amendments by the Budget Committee chair under section 305(a)(5) of the Congressional Budget Act of 1974 for mathematical consistency), and no division of the question is in order.
