This section recognizes that unauthorized aggression on Mexican territory could constitute an act of war, emphasizes that presidential engagement in hostilities in Mexico without congressional authorization would implicate the constitutional separation of powers and the War Powers Resolution, notes that designation of an entity as a foreign terrorist organization does not by itself authorize military action, reaffirms the President's authority to repel sudden attacks while stating that the manufacture, transportation, and sale of fentanyl does not qualify as an armed attack justifying force without congressional authorization, and calls for continued bilateral engagement with Mexico to address crime, violence, and drug trafficking.
