This section provides for the immediate consideration of H.R. 185 to advance responsible policies. It waives all points of order against consideration of the bill and against provisions in the bill as amended, deems the amendment in the nature of a substitute specified in section 3 adopted and the bill as amended read, orders the previous question on the bill and any further amendments to final passage after one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce, and permits one motion to recommit.
This section establishes the amendment in the nature of a substitute for H.R. 185 as the text of H.R. 1768 as introduced, modified by an amendment submitted by the ranking minority member of the Committee on Energy and Commerce and printed in the Congressional Record at least one day before consideration, with only the last such amendment applying if multiple amendments are submitted.
