This section limits expenses (including staff salaries) for specified House committees in the 119th Congress to the following amounts, to be paid from applicable House accounts: Agriculture, $14,903,700; Armed Services, $25,977,070; Budget, $11,990,000; Education and Workforce, $20,159,000; Energy and Commerce, $28,800,000; Ethics, $9,276,290; Financial Services, $21,250,000; Foreign Affairs, $22,700,000; Homeland Security, $19,750,000; House Administration, $16,885,446; Permanent Select on Intelligence, $18,610,000; Judiciary, $30,250,000; Natural Resources, $18,600,000; Oversight and Government Reform, $30,651,000; Rules, $8,544,396; Science, Space, and Technology, $15,232,000; Small Business, $8,100,000; Select on Strategic Competition Between the United States and the Chinese Communist Party, $10,250,000; Transportation and Infrastructure, $22,854,319; Veterans’ Affairs, $11,916,000; and Ways and Means, $26,600,000.

This section limits the amount of funds provided under section 1 available to 21 specified House committees for expenses during the period beginning at noon on January 3, 2025, and ending immediately before noon on January 3, 2026, to the following maximum amounts: (1) Committee on Agriculture, $7,231,375; (2) Committee on Armed Services, $12,988,535; (3) Committee on the Budget, $5,995,000; (4) Committee on Education and Workforce, $10,059,000; (5) Committee on Energy and Commerce, $14,300,000; (6) Committee on Ethics, $4,530,566; (7) Committee on Financial Services, $10,500,000; (8) Committee on Foreign Affairs, $11,200,000; (9) Committee on Homeland Security, $9,750,000; (10) Committee on House Administration, $8,031,523; (11) Permanent Select Committee on Intelligence, $9,305,000; (12) Committee on the Judiciary, $15,000,000; (13) Committee on Natural Resources, $9,175,000; (14) Committee on Oversight and Government Reform, $15,151,000; (15) Committee on Rules, $4,272,198; (16) Committee on Science, Space, and Technology, $7,466,000; (17) Committee on Small Business, $4,000,000; (18) Select Committee on the Strategic Competition Between the United States and the Chinese Communist Party, $5,000,000; (19) Committee on Transportation and Infrastructure, $11,427,160; (20) Committee on Veterans’ Affairs, $5,870,000; and (21) Committee on Ways and Means, $13,100,000.

This section requires payments under this resolution to be made on vouchers authorized by the relevant committee, signed by its chair, and approved as directed by the Committee on House Administration.

This section establishes a reserve fund of $4,000,000 for unanticipated expenses of House committees during the 119th Congress (2025-2027), with $2,000,000 available from noon on January 3, 2025, through immediately before noon on January 3, 2026, and $2,000,000 available from noon on January 3, 2026, through immediately before noon on January 3, 2027. Amounts from the reserve fund are allocated to committees pursuant to approval by the Committee on House Administration.

This section authorizes the Committee on House Administration to adjust amounts under section 1 as necessary to comply with a presidential sequestration order under section 251A or 254 of the Balanced Budget and Emergency Deficit Control Act of 1985 or to conform to any change in appropriations for those purposes.
