H.Res. 211 — Providing for consideration of the joint resolution (H.J. Res. 25) providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Internal Revenue Service relating to "Gross Proceeds Reporting by Brokers That Regularly Provide Services Effectuating Digital Asset Sales"; providing for consideration of the bill (H.R. 1156) to amend the CARES Act to extend the statute of limitations for fraud under certain unemployment programs, and for other purposes; providing for consideration of the bill (H.R. 1968) making further continuing appropriations and other extensions for the fiscal year ending September 30, 2025, and for other purposes; and for other purposes.

This section makes in order the consideration in the House of H.J. Res. 25, providing for congressional disapproval under the Congressional Review Act (chapter 8 of title 5, U.S. Code) of an IRS rule requiring brokers that regularly provide services effectuating digital asset sales to report gross proceeds. It waives all points of order against consideration of the joint resolution and its provisions, deems the resolution as read, and orders the previous question to final passage without intervening motion except: (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Ways and Means (or designees); and (2) one motion to recommit.

This section makes in order in the House immediate consideration of H.R. 1156, to amend the CARES Act to extend the statute of limitations for fraud under certain unemployment programs, waiving all points of order against the bill and its provisions as amended by the Committee on Ways and Means substitute (considered as adopted and read). The section orders the previous question on the bill, as amended, to final passage without intervening motion except for (1) one hour of debate equally divided and controlled by the Ways and Means chair and ranking minority member (or designees) and (2) one motion to recommit.

This section establishes a special rule for House floor consideration of H.R. 1968, a bill making further continuing appropriations and other extensions for FY2025 (ending September 30, 2025). It waives all points of order against consideration of the bill and its provisions (as amended); deems adopted the amendment printed in the Committee on Rules report accompanying the resolution and the amended bill as read; and orders the previous question to final passage without intervening motion except (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Appropriations (or designees) and (2) one motion to recommit.

This section excludes each day for the remainder of the first session of the 119th Congress from the definition of calendar day under section 202 of the National Emergencies Act (50 U.S.C. 1622) for joint resolutions terminating the national emergency declared by the President on February 1, 2025. (As background, those expedited procedures require a committee to discharge such a resolution after 15 calendar days of continuous session and provide for prompt floor consideration thereafter. Thus, the exclusion pauses the legislative clock during the remainder of the 2025 session.)
