H.Res. 242 — Providing for consideration of the joint resolution (H.J. Res. 24) providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Department of Energy relating to "Energy Conservation Program: Energy Conservation Standards for Walk-In Coolers and Walk-In Freezers"; providing for consideration of the joint resolution (H.J. Res. 75) providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Office of Energy Efficiency and Renewable Energy, Department of Energy relating to "Energy Conservation Program: Energy Conservation Standards for Commercial Refrigerators, Freezers, and Refrigerator-Freezers"; and providing for consideration of the bill (H.R. 1048) to amend the Higher Education Act of 1965 to strengthen disclosure requirements relating to foreign gifts and contracts, to prohibit contracts between institutions of higher education and certain foreign entities and countries of concern, and for other purposes.

This section makes in order the consideration of H.J. Res. 24, a joint resolution disapproving under the Congressional Review Act (5 U.S.C. ch. 8) a Department of Energy rule establishing energy conservation standards for walk-in coolers and walk-in freezers. It waives all points of order against consideration of the joint resolution and its provisions, considers the joint resolution as read, and orders the previous question to final passage without intervening motion except (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce or their designees; and (2) one motion to recommit.

This section provides for the consideration of H.J. Res. 75 in the House upon adoption of the resolution. It disapproves, under the Congressional Review Act (chapter 8 of title 5, U.S. Code), a Department of Energy rule on energy conservation standards for commercial refrigerators, freezers, and refrigerator-freezers; waives all points of order against the joint resolution and its consideration; deems the joint resolution as read; and orders the previous question to final passage without intervening motion except (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce (or designees) and (2) one motion to recommit.

This section provides for House floor consideration of H.R. 1048, which amends the Higher Education Act of 1965 to strengthen disclosure requirements for foreign gifts and contracts at institutions of higher education and prohibit certain contracts with foreign entities and countries of concern. It authorizes the Speaker to declare the House resolved into the Committee of the Whole; waives the first reading of the bill and all points of order against its consideration and provisions, as amended; limits general debate to one hour equally divided and controlled by the chair and ranking minority member of the Committee on Education and the Workforce (or designees); deems adopted in lieu of the Education and Workforce Committee substitute an amendment consisting of Rules Committee Print 119-1, treating the bill as amended as the original for further amendment; restricts further amendments to those printed in the Rules Committee report accompanying the resolution (offered only in the order printed, only by a designated Member, considered as read, debatable for the time specified equally divided and controlled by proponent and opponent, not subject to amendment or division of the question, with points of order waived); and orders the previous question on the bill, as amended, to final passage without intervening motion except one motion to recommit.
