It bases the impeachment on Judge Chuang’s March 18, 2025, memorandum opinion and preliminary injunction in J. Does v. Elon Musk, et al., which ordered the government to restore email, payment, security notification, and other system access—including deleted emails—for USAID employees and personal services contractors, an action the section states arbitrarily disregarded the President’s Article II authority over foreign policy and national security.
