This section establishes the Select Committee to Defeat the Mexican Drug Cartels in the House of Representatives. The Select Committee shall consist of not more than 21 Members, Delegates, or the Resident Commissioner, with not more than 10 appointed after consultation with the minority leader, and shall include at least one majority member from each of the Committees on Appropriations, the Judiciary, Homeland Security, Armed Services, and Financial Services. The Select Committee has no legislative jurisdiction; its sole authority is to investigate the operations and capabilities of Mexican drug cartels, including their international networks and U.S., Mexican, and other government efforts to defeat them, and to submit related policy recommendations. The Select Committee may hold public hearings, shall submit policy recommendations to relevant standing committees by December 31, 2025, shall submit legislative proposals to those committees within 60 days of adoption, and shall submit all reports to the House by December 31, 2026. All reports and proposals shall be made publicly available in unclassified form (with possible classified or law enforcement-sensitive annexes) within 30 days of the applicable deadlines. The Select Committee shall be subject to the authorities and limitations of a standing House committee, with staff appointments and compensation governed by regulations of the Committee on House Administration, and may receive nonreimbursable details of personnel from federal agencies.
