H.Res. 278 — Providing for consideration of the bill (H.R. 185) to advance responsible policies.

This section provides for the immediate consideration in the House of H.R. 185, to advance responsible policies. It waives all points of order against consideration of the bill and against provisions in the bill as amended by the amendment in the nature of a substitute specified in section 4 of the resolution, which is considered as adopted, and deems the bill as amended as read. The previous question is ordered on the bill as amended and on any further amendment to final passage without intervening motion, except for one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Rules or their designees and one motion to recommit.

This section limits the reconciliation process under the Congressional Budget Act of 1974 by making it out of order in the House or Senate to consider any reconciliation bill, reconciliation resolution, or joint resolution under section 258C of the Balanced Budget and Emergency Deficit Control Act of 1985 (or any amendment or conference report thereon) that (1) reduces enrollment or benefits for individuals enrolled in the Medicaid program under title XIX of the Social Security Act or (2) reduces eligibility or benefits for households that participate in the supplemental nutrition assistance program under the Food and Nutrition Act of 2008. The limitation expires on January 20, 2029. It also makes a conforming amendment to section 313(b)(1) of the Congressional Budget Act to treat violations of the limitation as extraneous matter subject to a point of order until January 20, 2029.
