This section expresses the sense of the House of Representatives that paraprofessionals and education support staff should receive livable and competitive wages, access to high-quality affordable health care at minimal personal cost, eligibility under the Family and Medical Leave Act of 1993, 16 weeks of paid family and medical leave, paid leave for all school closures, professional development during paid working hours, sufficient resources and supplies including up-to-date technology, training and personal protective equipment, representation in organizations setting workplace policies, notification and input on electronic monitoring and artificial intelligence implementation with related professional development, participation in individualized education program and behavior intervention meetings, safe working environments free from recognized hazards, appropriate staffing levels, adequate notice of employment duration, contracts providing for automatic renewal rather than automatic termination and for termination only for just cause rather than at will, and a retaliation-protected process for reporting workplace issues. It further states that employers should engage in good faith collective bargaining to reach timely contracts, refrain from replacing workers who strike, and refrain from lockouts, while clarifying that the resolution does not supersede more beneficial terms in existing collective bargaining agreements.
