H.Res. 317 — Urging the United States to lead the world back from the brink of nuclear war and halt and reverse the nuclear arms race.

This section calls on the President to actively pursue a world free of nuclear weapons as a national security imperative and to lead a global effort to halt and reverse a nuclear arms race and prevent nuclear war by (1) engaging in good faith negotiations with the other eight nuclear-armed states to halt further nuclear buildup and pursue verifiable reductions or elimination of arsenals, including new arms control with Russia and risk reduction with China; (2) leading efforts for all nuclear-armed states to renounce first use of nuclear weapons; (3) implementing checks and balances on the President's sole authority to order U.S. nuclear weapons use; (4) ending the Cold War-era hair-trigger alert posture; (5) ending plans to produce and deploy new nuclear warheads and delivery systems; (6) maintaining the global moratorium on nuclear explosive testing; (7) remediating environmental contamination from nuclear activities, providing health monitoring, compensation, and care (including through an expanded Radiation Exposure Compensation Act), and protecting affected communities and workers; and (8) planning a just economic transition for nuclear weapons workforce and dependent communities.
